Q: I just tried to buy my in app dollar game report on criminal case like I have done for years on my debit visa on my iPad mini apple account and since six pm it keeps saying can't be purchased for AP what is that ?  Can't turn my require passcode back on

hhelp me please it won't allow my purchase on my app for criminal case report to be purchased through my debit card when I have millions and didn't do one thing wrong wth is going on why is it not allowing me to buy anything it's saying  to authentication but nothing else but can't go through  nor na what or why is my require in app purchase not allowed to be checked at all and that free download is not letting me turn it off at all help me pleaseeee

    What actually happens when you try to do the purchase (if you are getting an error message then what is the full text of the message ?), what does 'it's saying  to authentication but nothing else but can't go through  nor na what or why is my require in app purchase not allowed to be checked at all' mean ?
