how to stop voice control

the Voice Control is seriously annoying. I cant do anything without it popping up and it wont let m exit out, i either have to turn my phone off or restart my phone. I have turned off Voice Dialing, I've turned off siri, i've gone to Settings>General>Restrictions and Settings>General>Accessibility. Nothing is working, It was all fine before the IOS 9.0.2 upgrade. I know im not the only one with this problem. if anyone can help me PLEASE, im open to suggestions
