Unable to reinstall an app

I previously installed an app - Play Tube - with my own apple id, from the App Store. I deleted it to free up some memory very recently, however now that I'd like to reinstall it I can't find it under purchases. Hasn't the case with apple always been if you download something once, regardless of whether or not its been removed from the App Store since you have "purchased" it you can re install it. In the past I deleted iTube for the same reason, but even after it was removed from the App Store I was still able to re-download it.
