when Icloud doesn't let you sign in on the iPhone and it say error ?

H my name is Jomar i have a question to ask anybody at all and if they can help me out. I have an iphone 4 but every time i try to login to my icloud it say error or to many active open. I just want to no has anybody having problem with the icloud cause it been driving me crazy to get my ID in and i don't have to fight with it or break my brain try to figure t out and how it work at all it my first iphone and am already having trouble with it.
