We are also experiencing the same exact issue with users trying to login to the Citrix Netscaler via Safari 9.0. Having to manually clear the cookies before each login is the only workaround at the moment outside of using a different browser.
As a workaround it is also possible to start a new browser tab in private mode. Cookies and other data are not being saved that way. It worked for me and other users. In my opninion it is happening at version 10601.1.56.2 and above.
We are also experiencing problems with the latest version of IOS Safari. Are there more cases with the latest Safari for OSX and IOS? If so, are there already solutions available? If not, then the workaround I mentioned is still valid.
Thanks for the suggestion of trying a different browser. No joy with Chrome but I had success with Firefox.
