I have Dropbox folder ~600GB in size and want to move all information to iClouds 1TB plan.

Whatever you put in iCloud Drive will be synced to the drive on your Mac, you cannot fit 600 GB of files onto a 250 GB drive.
This not solved my problem!
If no of this functions work in iCloud - why to choose more expensive service?
I think you may be wanting to use it in a way it isn't designed to work. If you only want to sync one folder, just drag that one folder into cloud drive, but you can't share it with other people.

iCloud drive is not going to do what you want. It doesn't work that way. If you want to store large quantities of data in the cloud and only sync a portion of it to your local machine, you should probably look into an alternative cloud service. Microsoft's OneDrive can do what you want, as can Cubby, from Logmein. I'm sure there are others as well.
But why is this 1TB data plan, if standard Macbooks has only max 500GB disks. It's for most advanced iMacs users only?

You have no need for a 1 TB plan if you don't have at least 1 TB of free space on your drive..
If I own 3 macs connected to iCoud and want all files on all devices:
How big storage plan can I use? 200GB??????????????????? 😀😀😀
You are limited by the device with the 250 GB drive, but it's really down to free space not total capacity and don't forget to some space on your drive empty.
