Why can't I view all my photos that I uploaded to my iCloud?

I went on a trip over the summer for 6 weeks and took loads and loads of photos. Which I then backed up on to my iCloud account after buying extra storage to fit them all. Now I'm almost certain that I did everything correctly and I had my iCloud settings set to "optimise storage". Yesterday I had to unfortunately restore my phone because it was acting up for some reason. However when I downloaded the iCloud control panel earlier today to view them after restoring it, only 166 photos came up in my iCloud Photo stream when I had uploaded over 5000.

Would really appreciate it if someone could help resolve the issue !
