Yes, you can set up and use Apple Pay only on your watch.
In order to do so, you will need a passcode on your Apple Watch and Wrist Detection turned on.

When you see the message on your lock screen tap and slide to the right to reveal the Reply button. Having an iphone with passcode turned off is asking for problems should you lose your phone or have it stolen from you,

I've found that TouchID is actually faster than swiping across the screen. Have you tried using it?
