my I phone 4s wont be activate after doing all settings and contents reset

I done recently software upadte to my apple 4s to ios 9. After that I do reset all settings and contents. After few minutes of procedure the phone restart and asking me to select languages I do according to the steps. At the final step the phone asking me to enter the apple id and password to activate the phone. I put my apple id and passwordcorrectly but it showing the messege that MY PHONE IS CANNOT BE UNLOCK BY MY APPLE ID. I used to reset my phone by my same apple id and password. Kindly help me out
