caching staut pending

i have server 10.10.5 (Build 14F27) running caching server 5.0.4 (Build 15S2259)

the state fro the caching is starting then pending

i have about 50 iPad (8.4.1) and 25 macbook pro (10.101.5) in the same subnet

the server is in vpn server
