Why can't I scroll vertically with the trackpad after migrating from an older MacBook Pro?

After migrating from the Time Machine backup of an older MacBook Pro to a newer MacBook Pro, I'm finding that I can't scroll vertically using the trackpad in any application. Is there a way to get this working again? I've tried restarting my computer a few times. I've also tried resetting the trackpad settings under System Settings.
