Phone call get stuck when I click its app - IOS 9.0.1

Hi every body

I have an iPhone 4S. I updated to IOS 9.0.1. Now when I click the phone call app I just can see my favorite contacts but its get stuck and nothing else work. I can exit the app by double clicking the home button. But if I want to make a call I have to restart the iPhone and it will work just for once. Even the phone options in settings doesn't work.Do you have any idea about it?

I updated to IOS 9.1 and nothing changed. I contact with apple support and he told me too reset the network settings. It's work temporary and after some few hours the Phone app crashed again.
