CAPS LOCK SAFARI

Does Apple have an idea about CAPS LOCK problem while typing using Russian keyboard at search box in Safari?

Where should I report this problem to be fixed as soon as possible??

Btw, this problem occurs not only while using Safari but some other apps like Instagram (composing photo descriptions).
