iCloud photos FROM desktop TO iPhone...

I used to be able to drop a photo into the Uploads folder of my iCloud Photos folder on my Windows 7 PC. It would then populate into the My Photo Stream folder and push the photo to my iPhone 6. This no longer works. The photo still populates to the My Photo Stream folder, but won't show up on my iPhone. Pictures taken with my iPhone still work normally and show up in the My Photo Stream folder on my PC. I'm also using iCloud for Windows to sync my bookmarks on both Chrome and Firefox and that's working normally. Why is Photos only working one-way? I've uninstalled and reinstalled iCloud for Windows, turned off photo syncing on my phone and turned it back on, I'm at a loss.
