I am being charged for extra icloud storage. Suddenly my phone and other devices say storage is full and when I go in to manage my storage it shows I only have 5 gigs (not the 20 I have been paying for.

You should contact apple directly to figure out what is happening with your storage problems there is probably something wrong on their end.
