Nov 26, 2015 9:59 AM in response to Cedric Frenetteby scenewriter,Had this problem - iTunes unresponsive. Seems related to iCloud. Workaround:
1. Turn off WiFi (so that iTunes can't connect to the internet)
2. Open iTunes
3. From the iTunes menu choose "Sign Out"
4. Enable WiFi again
This will enable you to use iTunes until they release a fix.

my iTunes account, sign in, update.. none of those work... iTunes plays everything and everything is there, just does not let me sign in..

Download appzapper then zap itunes 12.3.1. Download itunes 12.3, install and your itunes will work again. Make sure you block the itunes update by going to the app store and right clicking itunes 12.3.1 and then hide it. Also block itunes from updating within itunes itself. These steps will stop itunes from automatically updating. Make sure you are re-installing itunes 12.3. If you do not block itunes update it will automatically update to 12.3.1. Hope this helps.
Also this does not resolve the login issue.

I have the similar problem after upgrade to El Capitan. My iTunes is not responding, can't play my song and music video.
I re-download latest iTunes 12.3 and its work well as normal.

Have been wrestling with a near-unusable iTunes since update to 12.3.1 and have been extremely gun-shy about trying other solutions mentioned. Now, PROBLEM SOLVED! Turned off "automatically check for updates" in iTunes preferences, but have not yet been able to "hide" the iTunes 12.3.1 suggested update in App Store. Right-clicking on it as noted elsewhere only brings up dialogue box allowing me to "Skip This Update" manually. Oh, well - good enough for ME.
To be clear, I'm talking about the method of un-installing iTunes 12.3.1 suggested by Plux Quba on previous page of comments. Was able to delete iTunes from system, download iTunes 12.3 elsewhere and install. Opening the new (old) version of iTunes immediately recognized my library and began to play without issues. Cannot express how relieved I am!

Dec 9, 2015 1:33 PM in response to Russell Maddenby phalanges,Deleted iTunes 12.3.1 (under El Capitan) using terminal. Then downloaded version 12.3 and installed. Everything back to normal now. Have posted on the Apple problems page to let them know. Hopefully they will have a solution soon as a great deal of time has passed and OS 10.11.2 is already out.

I was used your solution of reverting to 12.3 and things seem to be back to normal.

Maybe someday Apple will actually do something about this problem so we can update iTunes w/out breaking it...

iTunes 12.3.2 was released today for OS X, though I don't know if it addresses this issue.

Dec 11, 2015 3:58 PM in response to rockmyplimsoulby joshuaiz,I just refreshed my App Store and 12.3.2 was there. Playing music is working great with the update so far: iTunes opens fast, no beach balls.
The only issue I am still having is Home Sharing is not working with my ATV4. I can stream *to* the Apple TV 4 but it is not grabbing my iTunes library with Home Sharing at all.
Still, congrats to Apple for fixing these issues.

Dec 11, 2015 4:12 PM in response to joshuaizby joshuaiz,Update: my Home Sharing is working. For some reason my Airport Extreme 5GHz network was dropping out thus everything wasn't connecting as it should. Reset my AE and everything is talking to each other.
The new Remote iOS app is working to control my iTunes + Apple TV 4 as well. Good stuff.
