iPhone stuck on requesting update

my iPhone 5s is stuck on requesting update. I tried to update it 3 days ago and it has been stuck on requesting update eve since. I did a hard reset, turned off all wifi connections and I don't have a computer to do it through itunes. I'm trying to update to iOS 9
