bluetooth problem iPhone 6S and Macbook Air and Mac Mini - Will not connect

I tried pairing my iPhone 6S to my late 2012 mac mini and macbook air (2014) it will not pair. It identifies the device on the macs and the iPhone it tries to pair and the pairing id appears on the iPhone however it looks like it connects for a couple of seconds and then stops. I get error message on the iPhone stating "Connection Unsuccessful" and "MacMini/Macbook Air is not supported" I have tried two different iPhone 6S on both the Mac Mini and the Macbook Air. IOS 9.0.2 and Elcaptain is the OS. Any solutions? I cannot get handoff or continuity to work either may be related?

iBook, iOS 6.1.2

This is correct. This has never been a feature of iPhone/ipod/ipad

You do not connect the devices for handoff. The bluetooth simply needs to be tried on for each device.
