My MacBook has encountered an error from http://bluescreenerror.info telling me to contact a Microsoft technician at an 800 number? I know this is a scam, but it has Safari locked up? I am running OS X 10.10.5, I upgraded to Safari 9.0 on October 1st.
I can quit, or force quit Safari but the window comes back every time I reopen. I have also rebooted my laptop, no change?

Probably not. Unless you notice other odd behavior or unexplained slowness, you don't need to do anything else.

Did you install anything from the thieving site? Did you give the crooks access to your computer? If not then you have nothing to worry about. Keep doing safe computing.
