Reminders app has no badge

So I thought iOS 9 might fix this. Nope. Very often when I have a reminder set, the app itself does not get a badge. If I hope the app and close it, that sometimes generates a badge. If I turn my phone off and on, that sometimes does it. (This happens on both my iPhone 6 and iPad Air 2, both with iOS 9.)

Don't understand why they can't or haven't fixed this. I just had to completely wipe my phone and it's backup and start fresh to get around another bug they hadn't bothered to fix which wouldn't let me turn cellular data on for Facetime.
