New iPhone 6s won't allow me to sign in to iMessage

I purchased a new iPhone 6s yesterday. It won't allow me to sign into iMessage, I put my apple ID and password in and I get an error message

iMessage Activation: Unable to contact the iMessage server. Try again.

iPhone 6s, iOS 9.0.2

Same problem here. I've tried resetting every setting, erasing the phone and starting it as new, no luck. I'm on iOS 9.0.2 which says that this sort of problem was fixed.
