Purchase Feature Not Working

I go to select a song for purchase and the menu bar at the top seems to flash back and forth between syncing my iPod and making the purchase, but nothing happens. I can't seem top complete a purchase at all.

iPod nano, iOS 9.0.2, Just switched to Windows 10
