FCPX won't import footage into new library. Only into a certain library

Running fcpx 10.2.2. Went to import footage into new library and accidentally imported into older one. Stopped the import. Deleted files. After that I couldn't use the import window. It pops up and allows me to select footage but won't import it. It only allows me to import footage into a different library I had been working in. Does anybody have a clue what is going on? I think I've tried everything. Other than that fcpx runs just fine with the project I have open. No beachballs just won't import into new libraries.

iMac, OS X Yosemite (10.10.5)

Delete preferences to begin with. Start FCP X holding down command and option keys, and confirm. This is likely to fix it. Try it and report back.

That didn't work. After doing that fcpx still opens on the only library that allows importing. The most recent library I created doesn't show up in the list.

Create a completely new library. Does it work?

You can - in principle - open libraries anywhere - just click the Locate button and navigate through your folders to locate the library you want; or alternatively, locate it in the Finder and just double-click it to open, like any document in most applications. Does that not work?

Nope. The import media window opens and it allows me to select media but won't import. It only works with the one library.

I've done a complete uninstall of fcpx without any luck. The only thing that gets it working properly is opening it on another user account. Any ideas why that might be?
