since update to 9.0.2, iphone 4s will not sync Notes with Outlook 2003. Any ideas?

Spent much time chatting with Apple support with no resolution thus far. Note will not sync with my iPad mini either.

iPhone 4S, iOS 9.0.2, Outlook 2003 with Windows 7
