how to backup photos with extra storage I purchased.

I'm out of state right now and need to back up some of my really old photos from my old blog. When my old transferred over to my WordPress blog, the photos turned blurry. So I've been saving old images (which were long ago deleted) to my iPhone. I purchased extra storage, and it's saying I've got 186 GB of storage to use, but it's not doing it because on my phone, it's telling me my storage is almost full. I know I could delete much of my photos in my phone, but I don't want it to delete from my Mac, back home. Question: 1. How to delete old photos from several years ago, without deleting them from my computer at home 2. After purchasing extra GB, and with 186 GB available, how do I save these photos to my storage on my phone?

IF you are using iCloud Photo Library, when you delete them on one device, you delete them everywhere. That's how it works, you cannot keep photos on one device if you delete them on another. iCloud Photo Library simply keeps your devices in sync with regard to photos.

Purchasing more iCloud storage space was a waste of money, because you can only use iCloud storage for iCloud Photo Library and for backups. You can not use it like a storage device in the cloud.

First update to iOS 9.0.2 if not already there. Then check these articles for the options available to you.

Lastly and perhaps more importantly, did you import your photos to your Mac or just let iCloud sync across devices? The only safe way to preserve photos is to import them to your computer as per below and then making a copy of the photos from your computer to an external hard drive (computer drives fail here and there). This may seem like "belts and suspenders" but it is the only way to make sure you do not lose important photos.

For the moment you could also use 3rd party cloud storage for your photos (Dropbox, Photobucket, etc.) but this will not resolve your iCloud Photo Library syncing issue with your Mac, you need to deal with that first.
