Creating Child AppleID Fails

When trying to create an AppleID through family sharing it fails when trying to "Go to Settings" when trying to verify my credit card info to prove that I am an adult. It pops up with "Cannot create AppleID, Unable to connect to server." How do I fix this to set up my Family Sharing?
