My Iphone6 doesn't show dial assist option in phone settings.

I am currently using Iphone6 and dial assist option doesn't appear in my phone settings due to which I have to edit every number and add the area code. Moreover, I am not able to check my account balance as I am a prepaid user. Lastly, the phone is factory unlocked. I will appreciate your help. Please consider this picture for further details.
