After repairing photo library (because it would get stuck sorting albums), now it says it's reuploading all 37,000+ photos in my library! I'm hoping it won't duplicate them all. And seems to be stuck on this process. There's only a dozen or so new photos that need to be uploaded not ALL of them? Any help would be greatly appreciated!
Using El Capitan and Photos 1.1

It is not really uploading even though it says that - it is verifying (the only way to know that a repaired library is correctly linked to ICPL is to verify each photo) - it will not duplicate anything and it will not take nearly as long as the original upload did

Sorry for chiming in... Does this also happen when updating to El Capitan? I did that last week and now it looks like my entire library (which is more than 70,000 pictures) is uploading all over gain. I hope my situation is like the one you mention otherwise it will take another month to upload...
