What happens when you try to download it ? Does it show in the Purchased tab in the iTunes Store app on your iPad, and/or the Purchased link under Quick Links on the right-hand side of the store homepage on your computer's iTunes ?
If not then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com
