I previously purchased a copy of iWork but can not use the disk to install (disk drive not working). Is there somewhere I can download it other than repurchasing from the app store for $20 a program?

Amazon has the boxed iWork '09 set for about $20, but as it is a DVD, you are back to square 1.
Borrow someone else's computer and copy the installer file from your DVD onto a USB stick or drive and install from that.
or
Buy a cheap external usb DVD drive.
