I don't have the Apple Pay icon. I have 9.0.1. My phone was from Australia but I'm now in the UK and using UK App Store. In the left hand corner of the wallet is only has "Passes"
when I press + on the right hand side it does scan card no at all.
How do I get Apple Pay to work?

Unless your iPhone is set to the US or UK, you will not see the option to set up Apple Pay.
If you are in the UK, but don't see the option, check the region setting on your iPhone:
Settings > General > Language & Region > Region.
