What happened to Secure Empty Trash in OS 10.11?

I try to empty trash and, often, I'm told a file is "in use" when it is not. In fact, the application has been shut down. I used to get rid of the file or files by doing a secure empty trash, but that option seems to have evaporated under OS 10.11. It's still in the help files, but there's no way to do what the help file says. Is there some way I can get Secure Empty Trash back?

Secure empty trash is a false sense of security as it does not delete the file's data because of how flash works. More and more Macs are shipping with ONLY flash storage.

If you are concerned about securing your data, then enable FileVault and then deleted files are random bits that do not need to have a secure erase pattern written over them (which could not be done for flash storage, so encrypt from the start).
