When reading the news in Safari I want to watch a video clip that pertains to the clip I am reading will not work. It shows a white arrow in the circle and when you run the curser over the arrow the circle turns red and the clip will not play.

Have done that and found it is just one site that I know of on the Safari Browser that doesn't play video clips since upgrading to El Capitan, so Ia still at a loss of how to deal with it. The site that I am having problems with works on the Google Browser.
Try Safari/Preferences/Security and uncheck Allow plugins. See if that works.
