I want my mac to be using iCloud photo library. Prior to el cap it was. Now it says that I don't have enough space in the cloud but that's because the photos are already in the cloud. What's the solution?

I want my mac to be using iCloud photo library. Prior to el cap it was. Now it says that I don't have enough space in the cloud but that's because the photos are already in the cloud. How do I get it so my mac photos library is using the iCloud photo library again?
