I have a couple years of Blood Pressure data from an old app, BP Tracker, that is no longer in the App Store. It will generate a csv file of the data. How do I get that file into the Health app.

I do not believe it's possible to import data into Health. It's possible to export but that's all. You'd need to see if you can find another BP app that will import the file that syncs to Health.
