Can you upload folders directly to iCloud Drive, and not to iCloud?
Why is there still iCloud and iCloud Drive? Can I bypass iCloud and use iCloud Drive only?

I am not sure if I understand your question correctly, but to add folders with documents or other files to iCloud Drive, you can drag them to an open Finder window showing iCloud Drive on your Mac. Just enable iCloud Drive to show in the sidebar of your Finder windows.
