Does the automatic iCloud backup backup photos?

i Have a iPhone 6, had issues with 9.0.1 update, phone wouldn't backup on computer prior to 9.01.02 update. iCloud shows latest update 3am this morning. I do a restore from computer (only choice given). And 9+ months of photos are gone? Not on the cloud? No way of recovering?
