iCloud Drive file download stalled after upgrade to OS X El Capitan

Question

After upgrading to OS X El Capitan obliterated my storage of iCloud files on my MacBook Pro (15", mid-2012), my iCloud Drive has been trying to download all of the files back to my computer. Some of the files quickly download; however, most of them stall. The progress bar shows and it seems they are making process, but eventually, usually as a file is nearing completion, the bar goes empty again and the process restarts. Is there an ongoing issue with iCloud Drive currently?
