Thanks for using Apple Support Communities. Based on what you stated, it sounds like you are having trouble with Safari and you want to revert to a previous version of OS X. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.

Dec 3, 2015 8:14 AM in response to artroomandyby Shane Jay Hayes,Safari does not work in El Capitan. Maybe they secretly stopped supporting it. I have been unable to use Safari since I installed El Cap. It is slow them memory leaks and then you can't close it and you must force quit.

I mostly use a mix is of Firefox and Chrome, so this isn't a big deal, but I fear it is symptomatic of a number of other problems that I am having with 10.11.2 (mostly iCloud-authentication related).
The behavior is that Safari can't open ANY web page, period. The progress "bar" loads to about the 20% point and freezes. I doesn't matter if I provide a webserver name (ex: www.apple.com) or its numerical IP address (ex: http://17.172.224.47).

Feb 8, 2016 8:58 AM in response to MJby Hungry Fool,I fixed mine by going to System Preferences - Network - Advanced - Proxies and then clicking "Auto Proxy Discovery". Safari and the app store immediately started working.

Run it and post the report here. Maybe the EtreCheck report will head some light on what is causing your problems.
