Yes I bought an iPhone 6 and the old owner will not give me the Apple ID to set up the phone what do I do??

You send him this link and ask him to follow its instructions; he doesn't need to and shouldn't give you the Apple ID or password. If the Apple ID in question isn't his or he refuses to do so, ask for a refund.
