A young friend of my granddaughter's bought a used iPhone 4 but it is linked to an Apple id that she cannot access. Is there anyway she can use this phone. She cannot contact the person with the Apple account.

If you can contact the device's original owner(and that person isn't the Apple ID account holder), tell them to take it and its purchase receipt to a physical Apple Store.

Thank you Niel. I appreciate your honesty and willingness to help. There are companies on the internet who say they can make the phone useable but they charge a lot of money and I am not sure they can actually do what they say they can do.
I need to remove an iPhone 4 from the previous owners account but he is not available to do this.
