10 times higher mobile data usage with iOS 9.0.2

Since I've updated my iPhone 4s to iOS 9.0.0 and even after updating to 9.0.2, mobile data usage is 10 times higher than with iOS 8.x.x

Tho I have been around WLAN hotspots most of the time, my whole monthly mobile data volume is already used after 4 days.

Since there is no "WLAN Assist" switch with iPhone 4S, which should solve this (regarding to hundreds of internet posts), how to turn of this nasty behaviour ?
Now that my contracts monthly data volume is already gone, it makes my iPhone useless for the rest of the month, or it forces me to pay a lot of money for nothing, because even I wouldn't use any apps, it keeps on sucking data down the network.

Thanks for sending the links. But the problem is beyond of reducing amount of data single apps are consuming.

My data usage statistics get summarized from my provider every night. Yesterdays statistics (summary including Sunday) showed, that there are 30 MB data volume left. Which means, everything I use past midnight will get off of this amount. My phone was on, all apps were closed.I got up at 5:30, turned off mobile data around 6:00 without using any application (statistics showed 30 MB left).
Todays statistics (summarized including Monday) show that there are 0 MB left and furthermore, I am charged the max amount for using more than 50 MB, tho the mobile data was turned off. So at least 100 MB were used without any App running and mobile data turned off.
I went through statistics of last month when I recognized the high amount of data used. I had a day, and I always clos ALL apps after use, where I was charged for 1GB of data used.
To give you a clue of my usual usage which I kept over the last few years, it's around 30MB per day.

I have an IPhone 6, and have had it for 1 year. I use a bit of over 1 MB of Data per month. After uploading to 9.0.2, my Data usage started increasing. One day it used 9 MG in less than 8 hrs. Is that even possible? My behavior using the phone didn't change so what could have happened? I've been to my carrier's store everyday this week and they have run the phone through everything and it is mechanically fine. I finally contacted Apple Support and they were as helpful as a bag of rocks. They said to turn off WiFi Assit and that would take care of it. I'd done that weeks ago, and it didn't help. Almost all of my apps are turned off, which kind of defeats the purpose of having an IPhone. Finally, Apple said to turn off iMessage. I don't know what that is, and don't use it, but turned it off. That didn't help either.

Their is a SERIOUS problem with the update 9.0.2 eating Data! I will soon just have to turn my phone off, and toss it in the drawer since no one can tell me why my data is going up and up and up, right after updating to 9.0.2, and more importantly, how I can fix it. I've turned off everything I can think of, so most of the phone doesn't work anymore. Oh wait - I can make and receive calls. My Data is still being used up. Does anybody else have this issue or know a way to fix it or get rid of the 9.0.2 upgrade? My phone was perfect before that upgrade.

See my post above. Whatever is using cellular data, it is not because there is no WiFi assist switch. On a 4S it will never switch to cellular data from WiFi unless the phone is asleep and WiFi is turned off because of it. WiFi always turns off when the phone goes to sleep to preserve battery life. It has with every iPhone and every version of iOS; this is not new to iOS 9.
