How to highlight text and make notes on pdf on iBook iOS 9 ipad mimi4

I recently bought an ipad mimi 4, iOS9, I loaded some pdf files into my ipad, I cant highlight and annotate text on iBook. Has any one else experience this problem too?. How can I solve it?
