After I delete my photos in my phone due to lack of storage, those photos also get deleted from my iCloud photo library once I connect to my wifi network. I just want to keep my photos safe in my cloud even after I delete my photos in camera roll in my phone.

Don't use iCloud library or import them to your computer before deleting them.
If you use iCloud Photo Library then the idea is to have all of your photos immediately available on all devices. There is an option in settings to "Optimize iPhone Storage" but unless you do as Templeton Peck has suggested, all photos will show up in all places that iCloud Photo Library is enabled.
