Using I pad air (cellular) to play on Samsung 7000 tv

HI - I am working in Saudi and have limited wi fi. I have an iPad Air 2 cellular and want to play Netflix, BBC etc on the TV. A simple lightening to USB Connnector seems not to work.

happy to use Apple TV. If it works, but unsure if I can 'transmit' from iPad to Apple using cellular.

also happy to use alternate cable, or app, if available.

can anyone help?

You would need an unlimited plan as streaming uses a lot of data, you would also need to check with the carrier if this type of use is permitted under the terms of your plan.
