Stuck in private mode

Since upgrading to Safari 9.0 it appears I'm stuck in "Private Mode", even with setting Privacy to "Always allow", every time I open Safari or new tab or Window. The address bar is dark grey in color, things are not caching locally. I'm having to use Firefox to enter this question on Apple support communities that's how messed up Safari 9.0 is for me, it will not allow me to type text into this page.


It also will not display a list of installed plug-ins from Help >Installed Plug-ins.


How do I get Safari 9.0 out of this mode?

MacBook Pro (Retina, Mid 2012), OS X Yosemite (10.10), null
