ipad not syncing with PC

hi

I have had my ipad now over 2yrs

most of the time it has syncd perfectly with my PC which runs MS outlook office 2010

about the time of IOS9 update (cannot be certain it was connected with the update) it stopped updating

I am not aware of any changes I have made and do not know what to do to get it going again

even when I connect via usb cable it does not sync these items
