iPhone 5s Bluetooth finds no devices after iOS 9 upgrade

Since upgrading my iPhone 5s to iOS 9 (currently on 9.0.2), I have not been able to use multiple Bluetooth devices (Plantronics headset, Boomerang fitness tracker, PageFlip Firefly). Existing pairings refused to be recognized by applications.

Fixes I've tried:

  1. I've removed device pairings, selecting "forget" option.
  2. Bluetooth device scanning sees no available devices.
  3. I've reset network settings
  4. Hard Reboots of iPhone

I verified devices are functional and visible and can pair w\ iPad 2 running same version of iOS.

Have you put the devices back in their pairing mode?
