If you really have an iPhone 4 as it says in your post you will not be able to use Continuity.

Oct 5, 2015 10:19 AM in response to Chasazqby Michael Black,SMS uses a cellular voice channel, which an iPad does not support at all. As mentioned, continuity with an iPhone will work, as the iPhone actually sends and receives the SMS messages, and forwards them to the iPad via wifi.
