On a new iPad how do I send an sms message

i have a new iPad air2 and I can't figure out how to send a message to a phone that is not an iPhone

iPhone 4, iOS 6

You have to use Continuity: Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

If you really have an iPhone 4 as it says in your post you will not be able to use Continuity.

iPads are not phones. You cannot send a SMS text message natively using an iPad.

SMS uses a cellular voice channel, which an iPad does not support at all. As mentioned, continuity with an iPhone will work, as the iPhone actually sends and receives the SMS messages, and forwards them to the iPad via wifi.
