Trying to restore, but asking to restore and update to IOS 9.0.2 and then consistently says network issue.

I am confused. Your subject line says iPod 4 while the body discusses iOS 9.0.2.
The 4G iPod touch can only go to iOS 6.1.6.
What model iPod do y have ?
How are you trying to update it?
iPod touch 4. My daughter forgot her password and disabled it. Have gone online and said to hit home / off to and plug in to have restore box pop off, which it does. On next screen, it's "Restore and Update" or cancel. When I go to restore and update, next screen pops up with a Box for IOS 9 and a box for next. When hit next, it says error that network connection. Tried live phone call with Apple too but didn't work. Just looking to wipe out and reconnect to I Tunes since she disable it.
Try:
- Powering off and then back on your router.
- iTunes for Windows: iTunes cannot contact the iPhone, iPad, or iPod software update server
- Change the DNS to either Google's or Open DNS servers

- For one user uninstalling/reinstalling iTunes resolved the problem
- Try on another computer/network
- Wait if it is an Apple problem
